1. Defining the Anti-Corruption Scorecard: The ACS is a tool for assessing the impact/effectiveness of the various anti-corruption initiatives being carried out by the agencies in the Executive Branch with special focus on the four perspectives of the Integrity Development Action Plan (IDAP): Prevention, Education, Investigation/Enforcement and Strategic Partnership. It guides the agencies towards a results-oriented paradigm in addressing corruption. The indicators included in the Scorecard are not just measures of processes, but also measures of results from actions taken by the agency. It’s a holistic approach in assessing the effectiveness of the anti-corruption reform measures and impact they have made in the agency as it takes into consideration internal and external factors to provide a more accurate assessment. It includes ratings of managers (accountable persons), rank and file employees (general use), stakeholders, customers and even rating from local surveys. 2. Development of the ACS: A Focus Group Discussion (FGD) was conducted last 18 May 2007 at the LandBank of the Philippines Head Office in order to gather inputs for the development of the scorecard. A Second FGD was conducted last 24 August 2007 at the Mabini Hall, Malacañang Complex to present the proposed Anti-Corruption Scorecard prepared by the Center for Human Resource Strategies Asia, Inc. (CHRes). From the series of interactive data gathering methods like FGDs, workshops and questionnaire administration, the Anti-Corruption Scorecard was developed. 3. Respondents: Ø Accountable Persons ü those responsible for ensuring the implementation of the IDAP doables ü can be answered by a group ü at least 1 year of full service in the agency ü minimum of satisfactory rating in the performance evaluation ü no pending case or record of having committed acts related to graft and corruption Ø General Use ü those whose ranks are from Clerk III (SG 4) to Division Chief Level (SG 24) ü 10 respondents for this instrument (for every 2 steps of the rank, s representative must be identified) ü at least 1 year of full service in the agency ü minimum of satisfactory rating in the performance evaluation ü no pending case or record of having committed acts related to graft and corruption
Ø Stakeholders ü another government agency and an NGO ü a rater for a particular agency cannot be rated by the same rate-agency
Ø Customers ü randomly administered to the agency’s customers ü agency being rated should identify 5 areas of transaction to be assessed ü total of 10 (“first 2” per transaction area) customers
4. Administration: Administration of all ACS will be in a controlled environment. The ACS administering team is composed of one (1) member of PAGC coordinating team, one (1) internal scorecard administrator and one (1) external scorecard administrator.
