De Guzman will be given recognition for her sincere efforts and commitment in instituting reforms and systems to crackdown grafters in the bureaucracy. The Anti-Graft Chair was appointed by President Gloria Macapagal-Arroyo on August 24, 2004 to spearhead the all out war against all forms of corruption. Her ‘No Sacred Cows, No Cover-Ups and No Whitewash’ campaign earned the support of the civil society, organized groups and even the general public. De Guzman pioneered in PAGC a more holistic approach in fighting corruption, using the strategies of prevention, education, deterrence (investigation and enforcement) and strategic partnership. Based on records, from 2004 to October 2007, PAGC’s efforts against graft and corruption moved the Office of the President to order the dismissal of 20 high-ranking government officials, suspension of eight (8), five (5) reprimand and one (1) accessory penalty. Rueda-Acosta (social justice and international humanitarian law) and former Senator and Environment and Natural Resources Secretary Heherson T. Alvarez (environment protection).
