THE INTEGRITY DEVELOPMENT ACTION PLAN (IDAP) Background: The Integrity Development Action Plan (IDAP) is the main output of the 3-day first-ever Presidential Anti-Corruption Workshop (PAW) held from 15 to 17 December 2004 with the theme: Countering Corruption through Integrity Development: A Key to Economic Competitiveness. It has been adopted as the national anti-corruption framework of the executive branch and the cabinet members, through Sec. Alberto Romulo, committed before Her Excellency President Gloria Macapagal-Arroyo, representatives of international donor groups and other stakeholders, to adopt and fully support the IDAP, which in effect is PGMA’s program of countering corruption through integrity development and good governance. The IDAP is composed of 22 specific anticorruption measures, also referred to as “doables”, which embody the multi-pronged strategy in fighting corruption which includes: · Prevention - systems reform to minimize opportunities for graft and corruption; · Education – includes values formation, educating public servants on the dos and don’ts of public service and advocacy to fight the negative perception of the public; · Investigation and Enforcement (Deterrence) -making corruption a high-risk, low reward activity by establishing an effective system to encourage public support, quick response, effective prosecution and disciplinary action, professionalism, and publicity in successful cases; and · Strategic Partnership – enjoining the support of the public in the fight against graft and corruption Section 2(g) of Executive Order No. 531, re: “Strengthening the Presidential Anti-Graft Commission by Amending Executive Order No. 12 Series of 2001 xxx” mandated PAGC to ensure the implementation of the IDAP or the national anti-corruption plan, to wit, : “The Commission shall have the mandate to formulate national anti-corruption plans and strategies pursuant to the Medium Term Philippine Development Plan of the Arroyo administration, and cause the efficient and effective implementation of such plans and strategies xxx” The Integrity Development Action Plan Prevention 1. Strengthening of internal control through the institutionalization of internal audit service 2. Conduct of Integrity Development Review or IDR in 5 agencies 3. Fast tracking of the electronic New Government Accounting System and electronic bidding for the procurement of goods, services and infrastructure projects 4. Incorporating integrity check in recruitment and promotion of government personnel 5. Institutionalization of a multi-stakeholder personnel and organizational performance evaluation system 6. Protection of meager income of government employees by ensuring a level for take home pay 7. Adoption of a single ID system for government officials and employees. Education 1. Dissemination of compendium of anticorruption laws, rules and regulations 2. Preparation of agency-specific code of ethical standards 3. Conduct of ethics training, spiritual formation, and moral recovery program for agencies and stakeholders 4. Integration of anti-corruption modules for elementary and secondary levels 5. Monitoring the IDAP Investigation and Enforcement (Deterrence) 1. Development of agency Internal Complaint Unit 2. Setting up/strengthening of agency Internal Affairs Unit 3. Publication of blacklisted offenders and on-line database for public access 4. Talks of holding superiors accountable for corrupt activities of subordinates 5. Advocacy for the submission of Income Tax Returns as attachment to the SALN 6. Effective use of existing agency administrative disciplinary machinery and publication of results of administrative cases handled 7. PAGC’s conduct of independent survey to check on anti graft and corruption effectiveness Strategic Partnership 1. Linking of databases of complementary agencies and sharing of information 2. Enhancement of the private sector and civil society participation in various areas of governance 3. Tapping of international development agencies and private sector for support 4. Institutionalization of the participation of stakeholders in agency activities Monitoring the IDAP To better monitor the level of implementation of the IDAP by the various implementing agencies, PAGC organized the IDAP Indicators Workshop participated in by representatives from the different IDAP-implementing agencies. The output of the said workshop is a set of IDAP indicators for the various doables in a 5-point rating scale or achievement level. Lower level indicators are pre-requisites of higher level indicators and all of the requirements of a particular level should be met first before going on to the next level. If one or more requirements in a particular level are yet to be satisfied, then the lower rating shall be awarded to the agency for the particular IDAP doable. Hence, if the agency lack even just one requirement in level 1, the score of the agency for that particular IDAP indicator will be zero (0). At present, there are 120 IDAP-implementing agencies composed of national agencies, bureaus, and regional offices. To assist the agencies in the implementation of their respective IDAPs, PAGC continuously carry out the following activities: · Monthly/quarterly submission of progress reports · quarterly follow-up sessions · conduct of a semestral IDAP Enhancement Seminar Workshop · conduct of special sessions (ie. IDAP briefings, Focus Group Discussions) · creation of special Committees that address issues relative to the implementation of any of the doables · issuance of IDAP Circular to guide agency officials on IDAP implementation · forging of several partnerships with both local and international partners for the provision of much needed assistance that take the form of grants, trainings, and the like. |
