PRESIDENTIAL ANTI-GRAFT COMMISSION (PAGC) PRESS RELEASE February 14, 2007 ANTI-GRAFT HEAD KICKS OUT GRAFT OFFICER To send a strong message that her Commission means business, Chairperson Constancia de Guzman of the Presidential Anti-Graft Commission (PAGC) dismissed PAGC Officer Ma. Arianette M. Salanga, for dishonesty and falsification of public documents. Salanga held the position of Graft Prevention and Control Officer III when the PAGC Administrative Discipline Committee found her guilty of entering false information in her Daily Time Records (DTRs) on November 21 and December 20, 2006. It was very ironic that Salanga at the time when she made false entries in her DTR was attending a Graduate Certificate Course at the Development Academy of the Philippines focusing on Corruption Prevention. Her entries indicated that she was attending her classes on the abovementioned dates; however a certification of absences issued by DAP proved otherwise. “We cannot tolerate this kind of dishonesty. As public servants, and a member of an anti-graft body at that, we are much more expected to serve with utmost integrity, discipline and sense of duty. Ms. Salanga’s deliberate intention to conceal her absences, not only once but twice is unacceptable,” de Guzman said. Per Resolution of the PAGC Discipline Committee, Salanga’s act of certifying the truthfulness and correctness of her November and December 2006 DTRs notwithstanding the false entries therein, made her guilty of dishonesty and falsification of official document. The respondent who had been working with PAGC since April 28, 2005 was meted with the penalty of dismissal from public service immediately but the accessory penalties are recommended not to be imposed. “This may be a simple case of false entry in one’s timecard -- but here at PAGC, we cannot afford to look the other way when something like this happens. One’s integrity should be the first and foremost quality if we want to accomplish our purpose as an anti-graft body. We will not allow anyone, especially a member of our team, to obliterate the efforts of this institution to have a graft-free country,” warned De Guzman.
