PRESIDENTIAL ANTI-GRAFT COMMISSION (PAGC) PRESS RELEASE January 23, 2007 PAGC HONORS 10 LEADING AGENCIES IN FIGHT AGAINST CORRUPTION FOR 2006 Presidential Anti-Graft Commission Chairman Constancia de Guzman has conferred Certificate of Recognition to the Top 10 Most Compliant Agencies for 2006 in acknowledgement of the efforts they exerted in supporting the fight against corruption through adherence with the Integrity Development Action Plan (IDAP). The awarding ceremony was held yesterday at the Mabini Hall of Malacañan Palace. “We would like to acknowledge the genuine efforts that these agencies have exerted to support our fight against corruption through their conscientious implementation of IDAP, and encourage them to sustain their commendable performance,” said de Guzman. IDAP, which is one of President Gloria Macapagal-Arroyo’s key programs to counter corruption through integrity development and good governance, embodies agency-specific measurable initiatives and action plans against corruption. PAGC has been directed by the President to perform oversight functions over IDAP. To ensure its implementation and sustainability, PAGC conducts a regular evaluation of the level and extent of IDAP implementation in different agencies. For 2006, the Commission has identified the top 10 from a pool of 70 government agencies (excluding regional offices) that has successfully implemented the 22 anti-corruption measures crafted to eradicate red tape in public offices. The front runners which include the Department of Health (DOH), Department of Social Welfare and Development (DSWD) and Department Science and Technology (DOST) were the same agencies that occupied the first, second and third places, respectively in the 2006 first semester evaluation. Meanwhile, the Department of Trade and Industry (DTI) advanced from fifth to fourth place, and edged the Bureau of Internal Revenue to rank five. Noteworthy are the Department of Public Works and Highways (DPWH) and the Philippine National Police who both jumped up two notches to occupy the sixth and seventh spots respectively. Rounding off the top ten are the Office of the President, the Department of Education (DepEd) and the Metropolitan Manila Development Authority (MMDA). “This recognition does not only distinguish the extent by which anti-corruption schemes have been put in place in these agencies. More importantly, this is an indication of the political will of their leaders in supporting our resolve to eradicate corruption. Thus, I am challenging the rest of the agencies to exert more efforts in implementing IDAP. Let us be more vigilant in promoting transparency and accountability in governance, and honesty and integrity in the bureaucracy,” said Chair de Guzman to prompt greater participation among agencies. |
