PRESIDENTIAL ANTI-GRAFT COMMISSION (PAGC)
PRESS RELEASE September 4, 2007 PAGC STANDS FIRM ON ITS RECOMMENDATION The Presidential Anti-Graft Commission (PAGC) has never changed its stand on its recommendation on any case it handled and resolved since 2004 when PAGC Chair Constancia de Guzman assumed her post as Chief Graftbuster. De Guzman belied reports that there were instances that the Commission dropped or changed its position on cases of irregularities against erring presidential appointees because of disagreement with other authorities. ‘Our work is purely anchored on the strength of evidence proving irregularities committed by presidential appointees and that our recommended sanctions were and will always be based on what existing laws or issuances have provided. Let me stress that if indeed there was a change in the sanction, that didn’t originate from PAGC,’ De Guzman says. The PAGC Chair also clarifies that it was never a policy of the Commission to just drop or withdraw graft and corruption cases against any high-ranking government official. ‘Our policy will never be changed: NO WHITEWASH, NO COVERUPS, NO SACRED COWS. On the cabinet secretaries the policy is still our basis. But we are recommendatory and not the source of final verdict.’ De Guzman reiterates. When asked whether the PAGC was aware of any case returned to the Commission for further investigation that might lead to allegation that the Commission dropped some cases against high-ranking PAs, the Anti-Graft Chair replied, “I am not updated if an official order has been issued on any case that we resolved that might lead to that issue.’
