PAGC AWARDS TOP-10 ANTI-CORRUPTION CHAMPIONS 

The Presidential Anti-Graft Commission (PAGC) awarded today in a ceremony held at the Social Hall of the Mabini Building in Malacanang the top 10 agencies in terms of compliance to the requirements of the Integrity Development Action Plan (IDAP), to wit:       

    1. Department of Social Welfare and Development     

    2. Department of Public Works and Highways

    3. Department of Health

    4. Land Transportation Office

    5. Metropolitan Manila Development Authority

    6. Department of Science and Technology

    7. Bureau of Immigration

GUSI PEACE PRIZE AWARD 2007

For her relentless efforts in fighting graft and corruption in the bureaucracy, Presidential Anti-Graft Commission (PAGC) Chair Constancia de Guzman will receive the 2007 Gusi Peace Prize Award, dubbed as Asia’s equivalent of the Nobel Peace Prize Award. 

De Guzman will be given recognition for her sincere efforts and commitment in instituting reforms and systems to crackdown grafters in the bureaucracy. The Anti-Graft Chair was appointed by President Gloria Macapagal-Arroyo on August 24, 2004 to spearhead the all out war against all forms of corruption. Her ‘No Sacred Cows, No Cover-Ups and No Whitewash’ campaign earned the support of the civil society, organized groups and even the general public.

OFFICIALS ORDERED TO BE PENALIZED IN 2007

 

MALACAÑANG AFFIRMS PAGC RECOMMENDATION

TO DISMISS DBM BUREAU DIRECTOR 

The government-wide anti-graft crusade continues to show strength as Malacañang hands down a series of dismissals and suspensions to several government officials based on recommendations made by the Presidential Anti-Graft Commission (PAGC).  

In its latest released Decision dated December 14, 2007, the Palace found VIRGINIA G. GARRIEL, Director of the Systems and Procedures Bureau (SPB) of the Department of Budget and Management (DBM) guilty of violating Section 3(e) of RA 3019 and Section 4 of RA 6713, affirming an earlier PAGC recommendation for Garriel’s dismissal.  Full Story

LUNG CENTER EXEC ORDERED DISMISSED BY THE OFFICE OF THE PRESIDENT - PAGC 

The Executive Director of the Lung Center of the Philippines, DR. JUANITO A. RUBIO, in a Decision by the Office of the President dated 14 December 2007 was ordered dismissed from the service with cancellation of eligibility, forfeiture of leave credits and retirement benefits and disqualification for reemployment in the Government Service, upon the recommendation of the Presidential Anti-Graft Commission (PAGC) for violation of Section 3 (e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) in relation to Republic Act No. 9184 (Government Procurement Reform Act) as well as Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) in relation to Section 8, Article IX-B of the 1987 Constitution.  Full Story

 The Office of the President, in a Resolution dated 04 December 2007 affirmed the recommendation of the Presidential Anti-Graft Commission to dismiss MAGDALENA C. JASMIN, Regional Director, Commission on Higher Education (CHED) – Cordillera Administrative Region (CAR), and FELY-ANN P. BALUSAN, CHED-CAR Accountant II and be imposed corresponding accessory penalties, such as cancellation of eligibility, forfeiture of leave credits and retirement benefits, and disqualification from reemployment in government service  Full Story

What is corruption?

Corruption involves behavior on the part of officials in the public sector, whether politicians or civil servants, in which they improperly and unlawfully enrich themselves, or those close to them by misuse of the public power entrusted to them.

There are two types of corruption:

  1. State capture/grand corruption is the condition when institutions, policies and regulations of the state are subject to purchase by private interests, which involves enormous amounts of ill-gotten wealth. This involves high amounts and high-ranking officials.

  2. Petty/administrative corruption involves small amounts for payments of routine public services to be delivered or expedited, or for payoffs for small infractions.

While grand corruption causes more damage than petty corruption, this does not mean that nothing should be done to minimize petty corruption. But, whether grand or petty, both are considered evils of society and results to profound consequences that affect all of us.
